PRELIMINARY VIEWS ON PROPOSED IMPLEMENTATION OF MANDATORY SAFETY STANDARDS FOR SECONDARY BATTERIES

Please be informed that the Ministry of Domestic Trade, Co-operatives and Consumerism (KPDNKK) is in the midst of proposing implementation of mandatory safety standards for secondary batteries. Secondary batteries are rechargeable batteries that can produce electricity continuously over a period of time. Secondary batteries are widely used in mobile phones, power banks, laptops, cameras, electronic cigarettes, electronic game gadgets, drones and so on.
The proposed implementation is aimed to safeguard consumers from obtaining secondary batteries which do not comply with the safety standards and to reduce the influx of substandard secondary batteries supplied in Malaysian market.
Implementation of mandatory safety standards for secondary batteries proposed by MDTCC is in accordance with the following safety standard specifications:

i) MS IEC 62133:2017 – Secondary cells and batteries containing alkaline or other non-acid electrolytes – Safety requirements for portable sealed secondary cells, and for batteries made for them, for use in portable appliance; atau
ii) IEC 62133 – 1:2017 - Secondary cells and batteries containing alkaline or other non-acid electrolytes – Safety requirements for portable sealed secondary cells, and for batteries made for them, for use in portable applications – Part 1 : Nickel Systems; atau
iii) IEC 62133 – 2:2017 - Secondary cells and batteries containing alkaline or other non-acid electrolytes – Safety requirements for portable sealed secondary cells, and for batteries made for them, for use in portable applications – Part 2 : Lithium Systems
This implementation shall apply to any person or businesses that supply secondary to other businesses or end consumers. Therefore, it is their responsibility to ensure that secondary batteries supplied in market comply with the prescribed safety standards.

In line with the Government’s commitment to ensure that thisimplementation to be made in a transparent manner and taking into account feedback from relevant stakeholders, it is the responsibility of KPDNKK to hold this online public consultation. Therefore, KPDNKK would like to invite all relevant stakeholders and any other interested parties to participate in this public consultation process and to communicate their views and feedback using the attached Appendix A.
