Exemption From Compliance With Toys Safety Standards
Please be informed that any application with regards to the exemption of toys or any critical issues on toys will be presented for the approval of the Committee on Issues Related to the Implementation of Safety Standards Regulations for Toys on the third week of the month. Therefore, these applications must be submitted to the secretariat before the prescribed week to be processed and for further coordination. Kindly take note that any application with regards to the exemption of toys under the regulations of safety standard for toys is subjected to the list of Goods Not Regarded As Toys. Please refer to the following list below.

GOODS NOT REGARDED AS TOYS
- Festival decorations
- Equipment intended to be used collectively in playgrounds
- Home and public playground equipment
- Sporting goods and equipment, camping goods, athletic equipment, musical instruments and furniture
- Aquatic equipment intended to be used in deep water
- Collectible products not intended for children under fourteen years of age
- Toys installed in public places (shopping centres, arcades, etc.)
- Jigsaw puzzles having more than 500 pieces or without a picture, for specialists
- Compressed air and gas operated guns and pistols
- Fireworks including percussion caps, except percussion caps specifically designed for toys
- Slingshots
- Darts with metallic points
- Electric ovens, irons or other functional products operated at a nominal voltage greater than 24 V
- Products containing heating elements intended for use under the supervision of an adult in a teaching context
- Models of aircrafts, rockets, boats and land vehicles powered by combustion engines
- Toy steam engines
- Bicycles, except bicycles with a maximum saddle height of 435 mm
- Video toys which can be connected to a video screen and which are operated at a voltage exceeding 24 V
- Babies’ dummies
- Faithful reproduction of real firearms
- Fashion jewellery for children
- Model kits, hobby and craft items in which the finished item is not primarily of play value
- Bows for archery with an overall relaxed length exceeding 120 cm
- Kites, except kites with strings which have electrical resistance properties
- Amusement machinery
- Portable child-appealing luminaires
For the avoidance of doubt, any toys which are the counterparts of any goods shall be subject to the safety standards as prescribed by the Ministry.
